How is “moved” measured?
Every transaction touching the treasury since the vow was made is walked, and the treasury's own balance change in each one is summed where it is negative.
⚠ When the treasury paid the network fee, that fee is subtracted out. A vow to spend 0.14 SOL on buybacks is not kept by 0.14 SOL of transaction fees, and counting them would let a busy treasury honour its vows by doing nothing in particular.
⚠ And if the node's history does not reach back to the vow, the answer is unread — not a partial sum. A floor printed as a total under-reports what moved, and under-reporting turns a kept vow into a broken one.
Why is “hollow” worse than “broken”?
A broken vow was payable and missed. A hollow one was never payable by anybody: the treasury has never held, in total, as much as was committed — so spending every lamport it has and every lamport it already spent would still not satisfy it.
⚠ Hollow and honoured cannot both be true. committed > moved + balance forces moved < committed, and the engine suite proves it across every combination rather than asserting it in a comment.
Does the reasoning affect the verdict?
No, and that is the entire design. The reason is carried on the row, printed in full, and takes no part in any computation. A board that let a persuasive sentence stand in for an outflow would be the thing this one was built to replace.
Can a vow be deleted?
No. The log is append-only, so a vow that was made cannot be unmade — which is the whole meaning of the word. A board where a treasury could delete the vow it failed to keep would be reporting nothing at all.
A window can be amended, and the amendment is a line in the log rather than an edit — so a window extended the day before it would have closed stays visible afterwards, on the card.
Is a key ever asked for?
Never, and it is enforced rather than promised. Every request body is scanned for anything shaped like a private key or a seed phrase and refused before it is read.
⚠ That guard was narrowed once, after it rejected an ordinary English sentence in the one field built to hold English. A guard that refuses the real thing gets switched off, and a guard that has been switched off protects nothing — so it now tests in both directions: every secret shape still refused, every innocent paragraph accepted.
